Both the Central Agency and the Effort Exchange system have been excluded for opposite reasons: the first one because too traditional and heavy from an administrative and bureaucratic point of view, the second one because too innovative and still requiring high investments for the creation of a clearing entity platform. The hybrid model option has been instead preferred by the consortium because it tries to balance new activities that might be better performed centrally at the EU/ DIH-HERO level (e.g. mtk promotion / certification / standardization/ internationalization) with activities that will continue to be performed locally (e.g. testing) also for international SMEs and startups.
